<br />DECISION AND PERMIT - Page 4 <br /> <br />6. The applicant shall submit reports on cloud seeding activity: <br /> <br />a. To the Executive Director, at least twice a month, with said <br />reports summarizing the project's activities and status. The <br />reports shall specifically be addressed, in part, to the TERMS <br />AND CONDITIONS of this permit. The Executive Director shall <br />forward said reports to the State Weather Modification Advisory <br />Committee. <br /> <br />b. To all members of the local Citizen's Advisory Council, set <br />forth in paragraph 8, infra., at least twice a month, summarizing <br />the p~oject's activities and status. <br /> <br />c. To four newspapers of the broadest circulation in the project <br />area, at least twice a month, the names of those newspapers to <br />be forwarded immediately to the Executive Director. <br /> <br />d. To the Colorado State Patrol and the Forest Service Avalanche Fore- <br />cast Center at least twice a month, summarizing the project's activities <br />and status. <br /> <br />e. To each of the above entities listed in this paragraph, upon comple- <br />tion of this cloud seeding program, a report summarizing the cumulative <br />activities and results of said program. <br /> <br />f. To the Colorado Water Conservation Board in accordance with Appli- <br />cant's Contract. At a minimum, the Applicant must report seeding <br />locations, times, and -- 'tates. <br /> <br />7. <br />of this <br /> <br />The Applicant shall strictly follow the mlnlmum guidelines for coordination <br />project with other State weather modification projects: <br /> <br />a. The Applicant shall communicate each day with the designated <br />representative of the Colorado Water Conservation Board (CWCB) <br />on all aspects of the cloud seeding operations, includinglmonitor- <br />ing information. The CWCB must be advised both before and <br />after any cloud seeding takes place. Such notice may be communi- <br />cated by telephone but must be confirmed by written communication. <br /> <br />b. The Applicant shall also communicate both before and after cloud <br />seeding operations with any other operator authorized to modify <br />the weather in the State during the designated time period. Said <br />communications can be made by telephone but shall be confirmed in <br />writing. <br /> <br />c. The Applicant shall obtain from CWCB and other entities current <br />information about cloud seeding programs in neighboring states that <br />might affect seeding rates and conditions of this program. <br /> <br />d. The Applicant shall adhere to seeding rates and conditions as <br />specified in the Application. <br /> <br />e. Indiscriminate seeding activities or overseeding may be grounds <br />for revocation of this permit. <br /> <br />f. Any disputes or conflicts regarding this operation with other <br />operations within or outside Colorado shall be presented to the Exec- <br />utive Director for resolution. <br /> <br />8. The Applicant shall participate with the citizens advisory councils <br />established by the Colorado Water Conservation Board in accordance with this <br />paragraph. <br /> <br />The Advisory Council functions are to offer advice to the operator, <br />Colorado Water Conservation Board and the Executive Director, Department of <br />Natural Resources, regarding any aspects of the cloud seeding activities of the <br />Applicant. Final decision rests with the Executive Director in implementing the <br />Colorado Revised Statutes and the Colorado Water Conservation Board in implement- <br />ing its contract with the Applicant. <br />
