The nature of the proposed program is to undertake a commercial weather <br />modification program within the project area to provide beneficial <br />additional water supplies for recreational, agricultural, municipal and <br />other uses. <br /> <br />4. The Applicant has demonstrated that the persons in control of the project <br />received valid weather modification licenses and those persons are <br />Lawrence M. Hjermstad and Richard A. Medenwaldt. <br /> <br />5. The applicable permit fee is $10,205.20. <br /> <br />6. The Applicant has furnished proof of financial responsibility. <br /> <br />7. The Applicant has submitted an operation plan for the proposed project <br />which plan meets the requirements of C.R.S. 1973, 36-20-112 (1) Cd) and which <br />is incorporated into these findings by reference. <br /> <br />8. The Applicant issued a Notice of Intent to modify the weather pursuant to <br />the above said hearing in conformance with C.R.S. 1973 36-20-112 (1) (e). <br /> <br />9. Said Notice of Intent was circulated to County Commissioners and newspapers <br />in the following manner: <br /> <br />a. Notice of Intent and Permit applications were on file in the office <br />of County Commissioners in at least five locations well distributed <br />within the affected area. A listing of offices is available in the <br />office of the Executive Director. Department of Natural Res01rces. <br />1313 Sherman St., #718, Denver, Colorado 80203 <br /> <br />b. Notice of permit application and the scheduled hearings was circulated <br />and published in newspapers in 41 counties. A listing of newspapers <br />is available in the Office of the Executive Director. Department of <br />Natural Resources. <br /> <br />10. The Applicant has met the requirements of the Weather Modification Act <br />regarding publication. <br /> <br />11. The project is conceived and offers promise of providing economic benefit <br />to the area in which the operation will be conducted. The recommendation of <br />the Weather Modification Advisory Committee supports this finding. <br /> <br />12. The project is reasonably expected to benefit people in the area and benefit <br />the people of the State of Colorado. The recommendation of the Weather <br />Modification Advisory Committee supports this finding. <br /> <br />13. The project is scientifically and technically feasible. The recommendation <br />of the Weather Modification Advisory Committee supports this finding. <br /> <br />14. The project does not involve a high degree of risk of substantial harm to <br />land, people. health. safety. property, or the environment. The recommenda- <br />tion of the Weather Modification Advisory Con~ittee supports this finding. <br /> <br />15. The project, subject to the terms and conditions of the permit, is designed <br />to include adequate safeguards to prevent substantial harm to land, people, <br />health, safety. property or the environment. The recommendation of the <br />Weather Modification Advisory Committee supports this finding. <br /> <br />16. The project will not adversely affect another project, subject to the terms <br />and conditions of the permit. The recommendation of the Weather Modification <br />Advisory Committee supports this finding. <br /> <br />17. The project is designed to minimize risk and maximize scientific gains or <br />economic benefits to the residents of the area or the State of Colorado. The <br />recommendation of the Weather Modification Advisory Committee supports <br />this finding. <br />
