FOR) <br />A PERMIT TO CONDUCT WEATHER MODIFICA-) <br />TION OPERATIONS FOR AND ON BEHALF OF ) <br />THE STATE OF COLORADO. ) <br /> <br />DECISION AND PERMIT <br /> <br />This matter came on for public hearing 'on November 7, 1977 <br />before Harris D. Sherman~ Executive Director) Colorado Department of <br />Natural Resources at 9:00 a.m., Adams State College, Alamosa, Colorado <br />& 7;00 p.m., Western State College, Gunnison, Colorado. The proceed- <br />ings were recorded by electronic recording equipment and are available <br />for review or transcription upon request. <br /> <br />The Director was assisted at the hearing by the following <br />members of the Weather Modification Advisory Committee: <br /> <br />Dr. Barbara Farhar <br />Dr. Hugo Ferchau <br />Prof. Lewis Grant <br />Dr. Archie Kahan <br />Mr. Guy Mock <br />Dr. Peter Summers <br />Mr. Bob Taylor <br />Mr. Donald Wisdom <br />Mr. John Woodard <br /> <br />Western Weather Consultants, herein referred to as the Applicant, <br />was represented by Mr. Frank S. Maynes, Attorney at Law, Durango, Colorado, <br />at the requ~st of the Applicant. <br /> <br />The Applicant called the followiub witnesses: <br /> <br />Lawrence M. Hjermstad, Durango <br />Nelson Caine, Boulder <br />John L. LeCompte, Fort Collins <br /> <br />Testimony was offered by persons in attendance of said hearing on <br />both sides of the application. <br /> <br />FINDINGS OF FACT <br /> <br />1. The Findings of Fact were predicated upon the careful review and consideration <br />of the following: <br /> <br />a. The original Application for Permit for Weather Modification <br />Activities, Form WM2, dated October 12, 1977, with an <br />attached map. <br /> <br />b. A tape recording of the hearings conducted in Alamosa and <br />Gunnison on November 7, 1977 <br /> <br />/ <br /> <br />c. Comments, written and oral, from citizens expressing an <br />interest in this Application. <br /> <br />d. Advice, comments and recommendations of the Weather Modification <br />Advisory Committee tendered to the Executive Director on <br />November 7, 1977, as well as comments subsequent to that date. <br /> <br />e. Weather Modification Act of 1972, Article 20, Title 36, <br />C.R.S. 1973. <br /> <br />2. The prepared program is under the sponsorship of the Colorado Water Conserva- <br />tion Board. <br />
