Results from these operational programs have
consistently indicated increases in wintertime precipitation and snowpack in the target

areas (Griffith. et ai, 1991; 1997).

2.2 Seedabilil\' Criteria

NA we has followed a policy called selective seeding. which is the most efficient
and cost-effective method. and provides the most beneficial results. Selective seeding
means that seeding is only conducted during specific time periods. and in specific
locations. where it is likely to be effective. This decision is based on several criteria
which detemline the seedabililY of the stonn. These criteria deal with the nature of the
atmosphere (temperature. stability. \..;ind 00\1,'. and moisture content) both in and beIO\..;
the clouds. and are presented in Table 1-1. Use of this focused seeding methodology has
)ielded consistently favorable results at very attractive benefit/cost ratios,

1.J Suspension Criteria

As required in the cloud seeding pennit granted by the Colorado Water
Conservation Board. seeding operations shall not be undenaken. or shall be suspended.
if:

A. The ~ational Weather Service forecasts a stonn to produce unusually heavy
precipitation that could contribute to a\'alanches or unusually severe weather conditions
in the project area,

,
