3,0 EQUIPMENT & FACILITIES

3.1 Operations Center

Operations and control activities will be consoli-
dated in the project building at Lakin Airport. This building
will accomodate the weather radar and communications facilities,
as well as weather analysis and project administrative functions.
As such, it will be the prinicpal operating location for the
Project Director, licensee.

3.2 Seeder Aircraft

Two twin engine aircraft will serve as the primary
seeder aircraft for the program, with one twin engine aircraft
being available for daytime and cloud base seeding.

The aircraft and crews will be based at Lakin and
Tribune airports where they will have direct access to the
weather observations, forecasts and the project radar obser-
vations. The crews will be available for dispatch on short not-
ice by the Project Director. provisions will be made to recycle
the aircraft from airports at Dodge City, Tribune, and Johnson
when weather conditions are not suitable for aircraft recovery
at Lakin.

The two primary aircraft will be equipped with L-Band
transponders, weather avoidance radar, DME and the full compli-
ment of avionics needed for IFR FLIGHT. The other twin engine
aricraft and pilots will be based at Tribune airport, and will
be used for cloud base seeding during daylight hours. It will
be equipped with the standard compliment of.flight instruments
and avionics, plus an L-Band Transponder and DME.

All seeder aircraft will be on "restricted" status
and will be certified airworthy under appropriate FAA regulations.

3.3 Seeding Devices

The primary seeder aircraft will be equipped with
ejection racks, each having a capacity of 52 WMU-l droppable
pyrotechnic cartridges. The Pyrotechnic cartridges will each
have a silver iodide content of 25 grams with a burn time of
60 seconds. All of the ejected material is consumed in the
burn, thereby leaving nothing to fall to the ground,

The cloud base aircraft will be equipped with wing
mounted silver iodide generators. These will be the 12-position
pyrotechnic flare racks or the Carley type acetone burner. The
acetone generators have a dispensing rate of 3 to 5 grams of
silver iodide per minute, Pyrotechnic flares will be the 75
gram-5 minute burn time,
