Factors indicating that the project is designed to minimize <br />risk and maximize scientific gains (in the case of a scient- <br />ific or research project) or economic benefits ( in the case <br />of a commercial project) to the residents of the area in <br />which the operation will be conducted or of the state: <br /> <br />This program is designed and operated with considerations appropriately <br />given for environmental and safety concerns. These considerations <br />are incorporated into the Operational Seeding suspension criteria. <br />These criteria are sensitive to any adverse public relations and <br />consequently are set to suspend seeding operations at a very con- <br />servative level of snow pack or weather intensity. <br /> <br />The economic benefit anticipated by the programs design will provide <br />additional water supplies for agriculture and domestic use at a <br />reasonably low cost to the program participant. These augmented <br />water supplies will have a relatively high economic value to the <br />participant when equated to the multiple use the augmented water <br />supplies will provide. The improved snowpack conditions will <br />provide the recreation oriented participants with a higher quality <br />of recreation and a more satisfied clientele. This will reflect <br />in greater revenues for the winter recreation industry which will <br />result in greater revenues available to the local area, county, <br />state economies and their taxing structures. <br /> <br />Improving the quality and availability of the winter recreation <br />industry also imporves the total employment of area-wide personnel <br />and reduces the states unemployment 'commitments to that region's <br />jobless. <br /> <br />26 <br /> <br />? <br />
