3.4 Seeding Material

Dry ice (C02) will be used as the direct seeding mat-
erial by the on-top a~rcraft. The dry ice will be dispenRed in
pellet form of apgroximately 20mm in size drom a flight level
equivalent to -20 c. Dispersal will be continuous while over
or in the c~lls to be treated. Fig. 2

Silver iodide (AgI) will be used as the updraft
(cloud base) seeding material. Dispersal of AgI will be con-
tinuous while in areas of updraft of approximately 200 feet
per minute or more. In order to obtain maximum diffusion of
the AgI ,"hile being transported by the updraft to the super-
cooled cloud regions, the aircraft will travel the full range
of the updraft. See Fig. 2

3.5 Communications

Ground to air communications will be accomplished
using FM frequency 155.10 MHz. A base station will be at the
Operations Center, with each aircraft having a dedicated trans-
ceiver. A VHF transceiver will also be located at the Operations
Center. Aircraft will transmit on VHF multicom frequency when
above the altitude authorized for transmitting on the FM fre-
quency. The prmject Director will utilize the PM transmitter
as primary and the VHF as back up.

A commercial telephone will be installed at the
Operations Center for use in alerting aircrews, for general
administrative use, and accessing the CLS, Bureau of Reclam-
ation Environmental Data Network (EDN) , located in the Denver,
Colorado area. A drop in this same telephone circuit will be
located in the Project Director's quarters.

All pilots will have a commercial phone installed in
their quarters. The project director will be provided with the
phone number of each pilot. In addition, each pilot will obtain
a paging phone system for their local area, and keep it with
them at all times when they are away from their commercial
phone. For those not located in areas of commercial paging
systems, every effort will be made to be integrated into the
local law enforcement system without interfering with their
system.

3.6 Weather Radar

Storm monitoring and seeding control will be with a
C-Band radar located at the Lakin Operations Center. The radar
unit has both PPI and RBI capability. Physically mounted to the
radar antenna system is another antenna and L-Band aircraft
transponder/decoder system for tracking aircraft. Aircraft
transponder signals can be displayed on the radar PPI scope to
permit plotting of seeder aircraft position relative to the
echo area.
