Eatih of the contributing parties undoubtedly has <br /> <br /> <br />specifio constitutional and st!ltutory requirements in regard to the appropriation <br /> <br /> <br />and expenditure of fund s. The possibility of Mving adequa te language in the <br /> <br /> <br />compact so as to constitute either authorizing legislation or continuing legisla- <br /> <br /> <br />tion merits careful thought. Provisions as to the time of payment of fums to <br /> <br /> <br />the Commission must in some manner be adjusted to the requirements in tha indi- <br /> <br /> <br />vidual states. The Commi ssion should have the right to spend its funds without <br /> <br /> <br />cOlllpliano e ~d th any state or federal a.udi ti ng or accounting pro cedure. <br /> <br /> <br />While tha compact llIf1)/ not bind a state to appropriate money. it would <br /> <br /> <br />seem that a provision for the praparBtion of e budget and a suggestion that the <br /> <br /> <br />share of each state of the estimated expense be pBid by Ii date certain might <br /> <br /> <br />have the effect of assuring cooperation..
