<br />... <br /> <br />Comment s. <br /> <br />Each state should have the right to provide for its membership on the <br /> <br />Commission. Consideration should be given to the extent,of participetion by <br />Arizona on the Commission. This proposal is made on the basis that Arizona may <br />elect not to participate. Thers shou ld be explici t provision a s to the designa- <br />tion of the commissioner for eAch state. If there is not such provision, this <br /> <br />feature of the compAct would not be self-executing but would require appropriate <br /> <br />legislation in each stete. The comp"cting states cannot require a commissioner <br /> <br />for the United States. This must be made contingent upon federel .ction. Be- <br /> <br />cause of the interest of the United States in the river it is thought that the <br />federal representAtive should have the same rights and powers as the represen- <br />tatives of the stetes. This is elso desirable from the standpoi.nt of assuring <br />federal representAtion. The federal e;overnment might be loath to have a federal <br /> <br />represent.tive designated unless he had some power. Attention is however directed <br /> <br />to the fect that in the Rio Grande Compact it is specificelly provided that the <br />federal rapresentative shall have no vote. <br /> <br />4. Expenses. <br /> <br />Propo sa I . <br /> <br />"The salaries and personal expenses of each commissioner shall be paid by <br /> <br />the government v'hich he rapresents. All other expenses which are incident to <br /> <br />the administration of this compAct and whiCh are not paid by the United States <br />sha 11 be borne equally by the four state s. On or before Decembe I' I of each year <br /> <br />the Commission shall adopt a budget covering an estimate of its expenses for the <br /> <br />following year and of the amount thereof payable by each state on or before <br /> <br />February I of the year fo 110wi ng." <br /> <br />2101 <br /> <br />-4- <br />
