He stated that the monsoon in the southwestern part of the state was very <br />active, but that it may not benefit the rest of the state. <br /> <br />Mr. Gillespie explained that our reservoir storage was 72% of average and 150% of last year's <br />storage, which is much better than last years. He stated that the Rio Grande basin is in the <br />poorest condition followed by the San Juan basin. He continued to say that we were still at a <br />million acre feet below average statewide. He also mentioned that the Colorado and South Platte <br />Basins were in fairly good condition despite our million-acre foot deficit. <br /> <br />Jack Bvers. Deputy Director. Division of Water Resources <br />Mr. Byers was unable to attend the W ATF meeting due to other priorities. <br /> <br />Keith Vander Horst. Division of Water Resources. Water Supply Conditions Update <br />Mr. Vander Horst reported that all rivers were still below normal; and that stream flows are <br />better but below normal everywhere. He stated that our reservoirs are still below average. We <br />had record setting temperatures in July in the Arkansas basin and below average precipitation. <br />Mr. Vander Horst reported that the Rio Grande Reservoir had near normal precipitation in <br />August; however, some wells were overdrawn and may possibly need State help for regulation of <br />well use. The Gunnison Basin had higher temperatures recently, while the Colorado Basin <br />benefited from the monsoon and rains in August making the river flows approximately average. <br />The Colorado Basin reservoir is near normal. The Yampa White basin did not get the recent <br />precipitation that other basins received; stream flows are way below average yet, and there is <br />minor storage. The San Juan and Dolores basins, as well as the southwest part of the state, <br />benefited from rains during August as did the La Plata River that began to flow again at the New <br />Mexico Stateline. <br /> <br />The following is a brief water supply conditions update. (A complete supply update was <br />distributed at the meeting.) <br /> <br />South Platte Basin <br />SWSl value (0.4) indicates that for August the basin water supplies were near normal. Reservoir <br />storage was 87% of normal at of the end of August. Storage levels in the major plains reservoirs: <br />Julesburg, North Sterling, and Prewitt are at 29% of capacity. Cumulative storage in the major <br />upper-basin reservoirs of Cheesman, Eleven Mile, Spinney, and Antero is at 70% of capacity. <br /> <br />Arkansas Basin <br />SWSl value (-2.2) indicates that basin water supplies were slightly below normal for August. <br />Stream flows at the gaging station near Portland was 406 cfs, as compared to the long-term <br />average of 1,014 cfs. Storage in Turquoise, Twin Lakes, Pueblo, and John Martin reservoirs <br />totaled 53% of normal at the end of August. <br /> <br />Rio Grande Basin <br />SWSl value (-3.2) indicates that basin water supplies were well below normal in August. At the <br />end of August, stream flow in the upper basin had improved due to recent rainfall, but remained <br />at very low levels. Storage in Platoro, Rio Grande, and Santa Maria reservoirs totaled 39% of <br />normal at the end of August. Precipitation was below normal with about one-inch below <br />average year-to-date. Soil moisture conditions are improving. <br />
