<br />Colorado <br />Water Availability Task Force <br /> <br />TO: Members of the Colorado Water Availability TaskForce <br /> <br />FROM: Brad Lundahl, Water Availability Task Force Chair <br /> <br />DATE: April 30, 2003 <br /> <br />SUBJECT: Minutes of the Wednesday, April 16, 2003, Task Force Meeting <br /> <br />The meeting was held on Wednesday, April 16, 2003, at 1313 Sherman Street, Denver. <br />Those in recorded attendance included: Brad Lundahl, Jack Byers, Bill Hansen, <br />Keith Vander Horst, Klaus Wolter, Bob Glancy, Mike Gillespie, Jack Truby, <br />JeffBrislawn, Bob Steger, Brett N. Rodewald, Carolyn Armstrong, Reagan Waskom, <br />John Gordon, John Swartout, Barry Cress, Rich Homann, Joe Lambert, Stefanie Dalgar, <br />Kristin Corash, Janet Rogers, Bob McLavey, Mary Halstead, Robin Knox, <br />Gary Gerhardt, Rick Grice, Randal Ristau, Barbara Kirkmeyer, Gary Bates, Paul Flack, <br />Brad Udall, Don West, and Kathie Lucki. <br /> <br />Meeting began at 1:12 P.M. <br /> <br />Brad Lundahl. Colorado Water Conservation Board. W ATF Chair <br />Brad Lundahl welcomed the group to the meeting with opening remarks and thanked the <br />Impact Task Force for their hard work on the Drought Impact Mitigation Report. <br /> <br />John Swartout. Governors Office <br />Mr. Swartout began my thanking Brad and the task force members for working on the <br />Drought Impact and Mitigation Report and stressed how important this report was to <br />Colorado. He indicated that they all did a great job. Mr. Swartout gave a Legislative <br />update. He stated that the Governor continues to work on the Legislative water package <br />that contains both long-term and short-term measures. He said the annual project bill has <br />the statewide water supply initiative in it, and indicated that we are now starting to look <br />for opportunities for additional water storage. He announced that the statewide water <br />bank bill was still alive; that the Water and Power bill would change the statute giving <br />more ability to fund water projects across the state; and, that the temporary instream flow <br />bill continues to be alive. Mr. Swartout stated the conservation bill had died, but that <br />there are other efforts of conservation continuing. He mentioned the bulk of our water is <br />still used by agriculture, and that we need to preserve our water as much as possible. Mr. <br />Swartout said that efforts were still underway to solve the S. Platte issues. Also, Mr. <br />Swartout stated that last year the Governor asked for and received a drought disaster <br />declaration for the entire state from the U.S.D.A. He mentioned that was the first time <br />the state had asked for it statewide. This year it will be on a case-by-case basis and <br />
