<br />4. Bottomline: Recent warming in the central equatorial Pacific has allowed for the return of El <br />Nino conditions. In the foreseeable future, tilts in the precipitation odds remain weak over much <br />of Colorado. If El Nino were to continue to grow this fall, most of Colorado would improve its <br />odds for above-nonnal moisture for the remainder of 2004, and for next spring in particular. <br /> <br />Bob Steger, Denver Water <br />Mr. Steger reported Denver's reservoirs are 77% full, while the average for this time of the year <br />is 89%. He said the Denver Water Board met and announced that even though we are still in a <br />drought, they are relaxing the restrictions to voluntary for the rest of the year. <br /> <br />Impact Task Force Reports <br /> <br />Joe Lambert, Energv <br />Mr. Lambert stated that everything was going good. The lack of fires this summer had helped to <br />keep power transmission lines safe and in working order. <br /> <br />Marv Halstead, Wildlife <br />Ms. Halstead said the water situation remains unchanged and read Robin Knox's aquatic wildlife <br />drought related impact report at this meeting. She also mentioned that all else was good at this <br />time. (Mr. Knox's report can be seen with all other presentations from this meeting on our <br />website as indicated at the end of these Minutes.) <br /> <br />Agriculture-- <br />Reagan Waskom, CSU <br />Mr. Waskom expressed his concerns for the dry forest conditions throughout the state, and <br />agreed this has been an interesting year. He reported that 25% of the wheat crop acres were <br />abandoned because of drought conditions for this year, and we have had a below average wheat <br />harvest otherwise resulting in a decrease of our wheat crop. Mr. Waskom commented that the <br />sub-soil moisture is still depleted on the eastern plains. <br /> <br />Mr. Waskom said we now have 62% of the new wheat crop planted and are in the middle of <br />harvesting the other summer crops. He stated that about 25% of the range and pastures are still <br />in poor to very poor condition; and that about 60-70 % are in medium to good condition, which <br />is a little improvement. Mr. Waskom also said CSU kept the website for the urban areas' water <br />restrictions this year, and they did a good job reporting.
