<br />Yesterday, iviarch 2"d, I attended the ECCv 2004 ilVater Conservation Program jvieeting <br />for Large Irrigators. A synopsis of that meeting follows: <br /> <br />1. We will get approximately 7 more hours of watering time in 2004. In 2003, we <br />were allowed to irrigate two days a week using a block of 16 hours during each <br />of those days. For 2004, we will be allowed to irrigate three days per week <br />using a block of 13 hours during each of those days. The 2004 irrigation <br />schedule is as follows: <br /> <br />a. Three days per week, 39 hours total <br />b. Watering day 7:00 p.m. to 8 a.m. the following day. <br /> <br />1. 1. 7:00 p.m. Monday to 8:00 a.m. Tuesday <br />2. 2. 7:00 p.m. Thursday to 8:00 a.m. Friday <br />3. 3. 7:00 p.m. Saturday to 8:00 a.m. Sunday <br /> <br />This times and hours are firm as residential customers have a different <br />two-day irrigation schedule. <br /> <br />c. No watering between the hours of 10 a.m. - 7:00 p.m. No watering prior <br />to April 1. <br />d. Variances required for new sod or seed, May is - Sept 15 <br />e. System testing every Friday from 8:00 a.m. - 10:00 a.m. System testing <br />must be clearly posted. This two hour testing window may be adjusted to a <br />four-hour window as a result of discussions at the meeting. <br /> <br />Our landscape contractor, LandTech, must provide ECCV with written documentation of <br />Best Management Practices (BMP). Must include the following; <br /> <br />1. Inspections at the end of the watering day to verify system is off - required in <br />landscaper contract. <br />2. Controllers must be able to maintain programs during power outages - ECCV will <br />provide cost sharing to upgrade controllers. <br />3. Valve boxes must be made tamper-resistant <br /> <br />Being designated as a Best Management Practices Irrigator has the following advantages; <br /> <br />1. Cure Period - Irrigators will be given 90 minutes to "cure" violations. <br />2. BMP Irrigator - no penalty for up to two violations per month. <br />3. Non-BMP - cure period in effect, each violation results in a penalty, but will not be <br />shut off during the cure period. <br />4. If problem is not cured, Non-BMP irrigators will have their meters shut off. <br /> <br />Finally, trees, shrubs and flower beds on separate zones that do not irrigate turf at the <br />same time may irrigate as necessary. <br /> <br />3 <br />
