<br />. <br /> <br />. <br /> <br />. <br /> <br />At the same time the Board was authorized to participate in <br />this federal project through the acquisition of the necessary <br />lands and rights-of-way, the construction fund statutes were <br />amended to include flood control projects and recreational <br />facilities as authorized purposes of the construction fund. <br />However, the authorization for the "Chatfield Project Channel <br />Improvement" in S.B. 537 (1979 session) ~oes not itself <br />explicitly state that it includes recreational elements along <br />with the flood control improvements. <br /> <br />The Board's acquisition of lands for the channelization <br />project downstream from Chatfield Reservoir is nearly complete. <br />It appears that sufficient funds remain within the project <br />authorization of $7.5 million to undertake boating improvements <br />at the two weirs. Rough cost estimates are $500,000 to $750,000 <br />at Brown Ditch (if included at the time of the weir's <br />construction) and about $750,000 to add a boating bypass channel <br />at Union Avenue. - <br /> <br />Recommendation <br /> <br />The Board recommends to the General Assembly that the <br />project authorization be amended to provide for related <br />recreational facilities, with all Board costs to be <br />non-reimbursable as provided for by section 37-60-119, CRS, this <br />having been originally intended and the basis upon which the <br />Board has proceeded since 1979. <br /> <br />bj <br /> <br />-2- <br />
