<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />RIO GRANDE WATER SUPPLY STUDY - PHASE I <br />PLAN OF STUDY <br /> <br />Introduction <br /> <br />This Plan of Study (POS) defines services Leonard Rice Consulting <br />Water Engineers, Inc. (LRCWE) will provide for the Rio Grande <br />Water Supply Study - Phase 1. This study is to be jointly sponsored <br />by the San Luis Valley Water Conservation District (SLVWCD) and <br />the Colorado Water Conservation Board (CWCB) with technical <br />assistance to be provided by the Southwest Regional Office of the <br />Bureau of Reclamation (USBR). <br /> <br />The study involves seven primary tasks which when completed will <br />prov ide a determination of the phys ical and 1 egal monthly water <br />availability (storable flow) at four potential storage sites in <br />the Rio Grande Basin within Colorado. <br /> <br />The geographical scope of the study will foeus on the Mainstem <br />and South Fork of the Rio Grande within Colorado. El ements from <br />other geographical areas (i.e. Closed Basin, Elephant Butte <br />Reservoir) which may substantially influence storable flows will <br />be considered in the study at an appropriate level. <br /> <br />Objective <br /> <br />The objective of the study is to define the legally and physically <br />available flow at four potential storage sites in the Rio Grande <br />Basin. The storable flow determinations will be made eonsidering <br />reasonable levels of future water development in the basin (with <br />tvlO levels of operation of the Closed Basin Project). If this <br />study indicates sufficient quantities of water are available for <br />storage, then future studies (Phase II efforts) of water demands <br />and reservoir sizing and operation may be conducted. This study <br />is designed to allow the incorporation of not only the study <br />results but also the study products (i.e. computer models, collected <br />data, strategies, etc.) in future study phases. <br /> <br />Study Management <br /> <br />Organization and Management <br /> <br />The LROIE management and technical organization under which the <br />services are to be provided is shown in Figure 1. LRCWE will be <br />responsible for conducting the study as outl ined in the POS. The <br />Project Manager will be responsible for day to day management of <br />technical functions, progress assessment, coordination of activities, <br />budget control, and interacting with the study sponsors and <br />public. Also shown on Figure 1 are relationships with study <br />sponsors and the USBR.
