Data Sources

Data for this plan were obtained from the AGUA membership, AGUA staff and board,
and/or the State of Colorado Division of Water Resources. AGUA has previously provided the State
with the information required by Rule 13 for each of the wells in the plan. Excelsior Ditch historic
diversions were provided by Mr. Ralph Adkins, P.E. Information on replacement sources was
provided by the Board of Water Works of Pueblo, and the Southeastern Colorado Water
Conservancy District. Much of the information presented in this report was obtained through
communication with the following people: Mr. Dick Evans, AGUA President; Ms. Jeanette Bryan,
AGUA Office Manager; Mr. Hal Simpson, State Engineer; Mr. Steve Witte, Division Engineer for
Water Division 2; Mr. Dick Wolfe, State Engineer's Office; Mr. Tom Simpson, Southeastern
Colorado Water Conservancy District; and Mr. Bud O'Hara, Board of Water Works of Pueblo,

3. 1997 Plan Year Replacement Requirements Due to 1996 Plan Year Pumpin~

A portion of the replacement requirement owed to the Arkansas River and to Fountain Creek

during the 1997 plan year is attributable to well pumping which occurred during the 1996 plan year.

For ease of administration, 1997 plan year replacement requirements resulting from 1996 pumping

are accounted for separately from replacement requirements resulting from projected 1997 plan year

pumping. Replacement requirements accruing during the 1997 plan year due to 1996 plan year

pumping come from several sources, including:

. Rule 3 wells - Gray Area wells using the State's groundwater accounting model and

assigned to User Groups 1-13,

. Rule 4 wells - Blue Area wells using the SDF method, and

. Rule 5 wells - White Area wells using the SDF method.

Table I summarizes the 1996 plan year wellhead depletions used to compute 1997
replacement requirements due to 1996 plan year well pumping. Pumping and wellhead depletions
are based on actual pumping for June 1996 through January 1997, and on estimated amounts for

G:\J 177 _003\REPORTS\AGUA97 _1_RPT

2

Printed February 27,1997
