Summary and Conclusions

This report describes a Rule 14 Arkansas River Replacement Plan for the member wells of
the Arkansas Groundwater Users Association (including several independently approved, AGUA
administered, substitute water supply plans) using monthly estimates of pumping, depletions and
replacements. Projected pumping for 332 active wells in the AGUA plan is estimated to be 18,688
acre-feet for the period April 1 , 1997 through March 31, 1998. Resulting total stream depletions are
estimated to be approximately 8,503 acre-feet with 5,254 acre-feet of the stream depletions
occurring during the period April 1997 through March 1998 (the plan year), and 3,249 acre-feet of
depletions accruing after the] 997 plan year. When 5,254 acre-feet of plan year replacement
requirements are combined with 820 acre-feet of replacement requirements accruing during the 1997
plan year due to 1996 plan year pumping, the total replacement obligation during 1997 plan year
becomes approximately 6,074 acre-feet.

Three replacement sources are available to augment AGUA's depletions, including Excelsior

Ditch consumptive use credits, transmountain water from the Board of Water Works of Pueblo, and

Fryingpan-Arkansas Project return flows from the Southeastern Colorado Water Conservancy

District. Based on the expected yields of the replacement sources, it appears that there will be

sufficient replacement water available to AGUA for this years operation plus a surplus of

approximately 802 acre-feet.

0:13 177 ~ 003\REPORTS\AGUA97 _1.RPT

3]

Printed February 28, 1997
