Pre-Compact pumping <br />allowances are shown for each well in the plan in Appendix B, Pre-Compact pumping allowances <br />for AGUA wells total 3,476 acre-feet without the Booth Well Association wells, and 3,641 acre-feet <br />when the Booth Well Association wells are included. <br /> <br />6. Augmentation Sources <br /> <br />AGUA can provide augmentation water in 1997 from three sources, 1) consumptive use <br /> <br /> <br />credits from shares of the Excelsior Ditch, 2) transmountain water purchased from the Board of <br /> <br /> <br />Water Works of Pueblo, Colorado (Pueblo), and 3) transmountain first use water or return flow <br /> <br /> <br />credits purchased from the Southeastern Colorado Water Conservancy District (District). <br /> <br />6.1 Excelsior Ditch Credits <br /> <br />The Excelsior Ditch is a relatively junior water right which diverts from the Arkansas River <br />below Pueblo with priorities of May 1, 1887 for 20 cfs, and January 6, 1890 for 40 cfs. Diversion <br />records are available from two sources; 1) the records of the Division of Water Resources for the <br />years 1940-1985, as compiled in the Arkansas River Basin Study, and 2) records of the Colorado <br />Water Conservation Board for the years 1908-1938. At this time we do not have any record of <br />diversions which may have occurred in 1939, therefore, 1939 is excluded from the analysis. <br />Division of Water Resources Excelsior Ditch diversion records were adjusted by Mr. Ralph Adkins, <br />P.E. to account for other water carried in the ditch during 1941-1949, and 1974-1981. <br /> <br />Diversion records show that the Excelsior Ditch diverted an average of 4,070 acre-feet per <br />year during the period 1908-1985. During the pre-Compact period of 1908-1947 the Excelsior Ditch <br />diversions averaged 5,020 acre-feet per year. During 1948-1985 the diversions have averaged 3,095 <br />acre-feet.
