The Advisors also participated in a publ ic <br />values assessment which was used to identify needs and goals of the various <br />interest groups in the Basin. People interviewed included mem- <br />bers of the Advisory Committee, elected officials, agency personnel, and <br />citizens representing special interests in the Study Area. Interviews pro- <br />vided valuable information regarding the focus of the Study, issues of concern <br />to various groups, and potential alternative measures for water resource <br />management and development. This information, together with information pre- <br />viously gained from Advisory and public meetings, was instrumental in focusing <br />the revision of the Plan of Study for Step 2. The fol lowing paragraphs are a <br />summary of major issues and comments discussed during the February 1984 inter- <br />views. <br /> <br />Needs: Clear definition and documentation of water-related needs <br />in the Basin were emphasized as a major concern. Some of those interviewed <br />cited various perceived needs, ranging from winter water del ivery to increased <br />irrigation efficiency. Several people expressed concern that Colorado could <br />lose water rights to other states unless development plans progress quickly. <br /> <br />Alternatives: A concern voiced in several interviews was the <br />apparent exclusion of non-structural alternatives in the Plan of Study. Sug- <br />gestions for non-structural alternatives to be considered include Basin-wide <br />management planning, innovative conservation programs, and reuse of water and <br />exchange options. <br />
