Step 3 was deleted when Step 2 activities were <br />redefined and expanded. <br /> <br />B. Study Team and Management <br /> <br />A Management Committee, consisting of representatives from the <br />Northern Co lorado Water Conservancy Di str i ct, the Co lorado Water Conservat i on <br />Board, and the CWRPDA. gu i ded the Study. An assoc i at i on of two consu I t i ng <br />engineering firms, R. W. Beck and Associates and Dames & Moore, was responsi- <br />ble for performing the Study. An interdiscipl inary team of special ists was <br />organized to conduct reconnaissance-level engineering, economic. financial. <br />and envi ronmental studies. The Study Team also participated in the Publ ic <br />Information and Involvement Program. Leonard Rice Consulting Water Engineers, <br />Inc. participated as a member of the Study Team and was responsible for analy- <br />sis of water rights and hydrology, and W. B. Lord and Associates provided <br />assistance in the areas of municipal water demand and institutional analyses. <br /> <br />C. Public Information and Involvement Program <br /> <br />A Publ ic Information and Involvement Program (Program) was con- <br />ducted as an integral part of the Study. The purposes of the program were as <br />follows: (1) to inform the publ ic as to the objectives and progress of the <br />Study, and (2) to provide opportuni ties for publ ic advice to the Management <br />Committee in the decision-making process. The Program included preparation <br />and issuance of newsletters which informed the public of progress and upcoming <br />Study activities. Public meetings were held in the Study Area to provide a <br />public forum for discussion of the Study's components, including issues, <br />evaluation criteria, alternatives, and analyses of formulated water resources <br />management plans. <br /> <br />The Program was modified during the Study to include the fol lowing <br />additional activities: (1) a series of interviews with community leaders, and <br />(2) a public values assessment. <br /> <br />A Study Advisory Committee of persons representing local and <br />regional interests in the Study Area was formed to provide advice to the Man- <br />agement Commi ttee on the content and performance of the Study, and also to <br />serve as I iaison between the general publ ic and the Management Committee. <br />This Advisory Committee, comprised of 16 individuals from an equal number of <br />organizations. represents a diverse range of economic, social and environmen- <br />tal interests potentially affected by water resource management and develop- <br />ment in the St. Vrain Basin. The Advisors (as of the completion of the Study) <br />are listed below with the name of the organization or interest group each <br />represents: <br />
