STANTON <br />Chief of Conservation Planning Section <br />(formerly the Office of Water Conservation) <br />Colorado Water Conservation Board (Denver) <br /> <br />In addition to his current position, Bill is also responsible for managing Colorado's Weather <br />Modification Permit Program. He received a BS and an MS degree in Civil Engineering from the <br />Worcester Polytechnic Institute at Worcester, Massachusetts in 1968 and 1972, respectively. Bill <br />worked for Morcan Engineering Company as an Assistant Engineer for three years at Delta, <br />Colorado before becoming President of Ute Engineering and Surveying Company at Delta. He start- <br />ed working for the CWCB in the Flood Control and Floodplain Management section as a Senior <br />Water Resource Specialist in January 1977. He was promoted to Supervising Water Resource <br />Specialist in August 1981. In July 1991 he was reassigned as Assistant to the Director and worked on special projects including the <br />feasibility of developing a Colorado River Decision Support System (CRDSS). Bill was made Assistant Section Chief of the Project <br />Planning and Construction Section in March 1993, Acting Section Chief in July 1993, and Chief in July 1994 with the responsibility <br />for managing the Water Project Construction Loan Program. In 1999, he was made Chief of the Conservation Planning Section. <br />Bill is a native of Winnetka, Illinois. He is married and is the father of two boys. He has been a registered Professional Engineer in <br />Colorado since 1976. <br /> <br /> <br />KENNETH W. KNOX <br />Assistant State Engineer, Colorado Division of Water Resources (Denver) <br /> <br />Ken Knox has been with the State's Division of Water Resources since 1984, first in Alamosa and <br />Pueblo as a hydrographer. He became Assistant Division Engineer in Montrose in March 1990, and <br />was promoted to Division Engineer there in 1994, a post he held until July of last year. Ken was <br />appointed Assistant State Engineer in August 1998. <br />In addition to his duties for the State, Ken provides expert water court testimony. He is a member <br />of the U.S. Bureau of Land Management Resource Advisory Council, an advisor for Colorado State <br />Search and Rescue, an adjunct professor at Colorado State University and a martial arts instructor <br />(so don't mess with him). Prior to becoming an engineer, Ken was an optician. <br />Ken holds a B.S. in Chemical Engineering and an M.S in Civil Engineering from Colorado State <br />University, and is currently a Ph.D. candidate in Civil Engineering there. <br /> <br /> <br />DAVID L. ROBBINS <br />Attorney at Law, Hill & Robbins, PC (Denver) <br /> <br />David W. Robbins (BA, Stanford University, 1966; JD, University of Wisconsin-Madison, 1969) <br />is president and shareholder in the law finn of Hill and Robbins, P.c., where he specialized in the <br />fields of water, natural resources, and environmental law. David has been in private practice in <br />Denver since 1979 and represents a wide variety of clients. Since 1985, David has represented the <br />.State of Colorado in the U.S. Supreme Court case of Kansas v. Colorado, No. 105 Original (October <br />Term, 1985), involving alleged violations of the Arkansas River Compact. Prior to entering private <br />practice, he served as a First Assistant Attorney General and was head of the Natural Resources <br />Section at the Colorado Attorney General's Office (1975-77). He was later appointed the Deputy <br />Attorney General (1977-78). <br />David is a former member of the Colorado Water Conservation Board (1980-89) and served as <br />its Chairman in 1985-86. He has been a member of the Colorado River Salinity Control forum and the Colorado River Salinity <br />Control Advisory Council representing Colorado since 1979. David is a member of the Board of Directors of the Colorado Water <br />Congress. He is also a member of the American Bar Association and the Colorado Bar Association and a past Chairman of the <br />Water Law Section. <br />
