<br />proposed capital investment for a new water system could be repaid <br />4t through water charges and tap fees on a schedule well within the finan- <br />cial capability of the town of Meeker and surrounding area. <br /> <br />RECOMMENDATION AND PRIORITY <br /> <br />The town of Meeker has a critical need to reconstruct its municipal <br />water system at the earliest possible date. From all available evidence, <br />it appears that the town arid its surrounding area will experience a <br />rapid expansion in the immediate future, with the current population <br />being doubled in less than ten years. The town is not able to finance <br />such a rapid expansion and its present water system is marginal for <br />the present population. It is therefore recommended that an appro- <br />priation in the sum of $900,000 for fiscal year 1975-76 be sought from <br />the Colorado General Assembly to reconstruct the municipal water syst~ <br />of Meeker in accordance with the explanation and conditions herein set <br />forth. <br />It is further recommended that, in the event such appropriation is <br />made, no funds so appropriated be released for construction of the <br />proposed project until further exploration has taken place as soon as <br />weather permits, as follows: <br /> <br />I <br /> <br />1. Pumping of the proposed well field in area B for two wee~s to <br />determine whether or not sustained pumping significantly reduces the <br />total dissolved solids. <br />2. Testing in area C to determine the infiltration characteristics <br />of the alluvium. <br />From the results of these tests, it appears that the board staff <br />and the Meeker officials would be able to concur in a final plan and <br />4t proceed with construction during the coming fiscal year, assuming that <br />the required financing is made available. <br /> <br />-7- <br />
