In 1996, the Board was authorized to expend up to $150,000 through SB 96-124 to
contract with the Corps of Engineers to investigate problems related to flooding on the
Arkansas Klver and t'O(ievelop a multi-=oDjectivemanag-emenrplan-to-mitigate-fllture
flood losses and improve channel conveyance. In 1997, the Board recommended that an
additional $50,000 from the Construction Fund be appropriated for groundwater analysis,
mapping, surveys, and collection of fie'd data. In 1999 the Board recommended an
additional $40,000 from the Construction Fund be appropriated for continuation of the
study initiative. The continuation of the study would be for the Upper Reach extending
upstream from John Martin Reservoir to the Otero/Pueblo County line.

appropriation of up to $2,000,000 during FY98-99 to the Division of Water Resources
and the CWCB to collect data, manage the design of the system, develop the necessary
databases, models, and user tools, and to acquire, operate, and maintain the associated
hardware and software.

5.2 Satellite Monitoring System Maintenance Continuation

The Board recommended up to $120,000 be appropriated to the State Engineer to
continue systematic renovation of stream gaging stations and replace "data collection
platforms" in the statewide satellite monitoring system, This system gathers streamflow
data from selected gaging stations and makes it available to water supply managers and
other interested parties. This request is for the sixth year of a ten-year replacement
program,

5.3 Arkansas River Multi-Objective Management Plan Continuation

5.4 Imaging System for the Construction Fund Project Records

The Board recommended up to $270,000 be appropriated for the participation in
the Department of Natural Resources Technology Initiative - Electronic Document
Imaging System. Participation in this project would fulfill the filing and record keeping
recommendations outlined in the State Auditor's performance audit of the Construction
Fund Loan Program. The system will include all hardware and software necessary for
the CWCB staff to scan and index paper documents for efficient future retrieval and use.
The overall goal of the project is to establish a day-forward and back-file imaging system
in order to improve file accessibility and protect against loss.

5.5 South Platte River Decision Support System Feasibility Study

The CWCB recommended an appropriation of up to $100,000 to the Board to
initiate a feasibility of the design, implementation and long-term maintenance of a
decision support system for the South Platte river basin. The scope of the study will be
developed by a technical advisory committee, in consultation with the Board, consisting
of water users interested in the South Platte basin. The funds authorized are to be used to-
