<br />In 1996, the Board was authorized to expend up to $150,000 through SB 96-124 to <br />contract with the Corps of Engineers to investigate problems related to flooding on the <br />Arkansas Klver and t'O(ievelop a multi-=oDjectivemanag-emenrplan-to-mitigate-fllture <br />flood losses and improve channel conveyance. In 1997, the Board recommended that an <br />additional $50,000 from the Construction Fund be appropriated for groundwater analysis, <br />mapping, surveys, and collection of fie'd data. In 1999 the Board recommended an <br />additional $40,000 from the Construction Fund be appropriated for continuation of the <br />study initiative. The continuation of the study would be for the Upper Reach extending <br />upstream from John Martin Reservoir to the Otero/Pueblo County line. <br /> <br />I <br />I <br />I <br />I <br />J <br />I <br />,J <br />I <br />, <br />I <br />j <br />I <br />I <br />I <br />I <br />I <br />~ <br />I <br />l <br /> <br />appropriation of up to $2,000,000 during FY98-99 to the Division of Water Resources <br />and the CWCB to collect data, manage the design of the system, develop the necessary <br />databases, models, and user tools, and to acquire, operate, and maintain the associated <br />hardware and software. <br /> <br />5.2 Satellite Monitoring System Maintenance Continuation <br /> <br />The Board recommended up to $120,000 be appropriated to the State Engineer to <br />continue systematic renovation of stream gaging stations and replace "data collection <br />platforms" in the statewide satellite monitoring system, This system gathers streamflow <br />data from selected gaging stations and makes it available to water supply managers and <br />other interested parties. This request is for the sixth year of a ten-year replacement <br />program, <br /> <br />5.3 Arkansas River Multi-Objective Management Plan Continuation <br /> <br />5.4 Imaging System for the Construction Fund Project Records <br /> <br />The Board recommended up to $270,000 be appropriated for the participation in <br />the Department of Natural Resources Technology Initiative - Electronic Document <br />Imaging System. Participation in this project would fulfill the filing and record keeping <br />recommendations outlined in the State Auditor's performance audit of the Construction <br />Fund Loan Program. The system will include all hardware and software necessary for <br />the CWCB staff to scan and index paper documents for efficient future retrieval and use. <br />The overall goal of the project is to establish a day-forward and back-file imaging system <br />in order to improve file accessibility and protect against loss. <br /> <br />5.5 South Platte River Decision Support System Feasibility Study <br /> <br />The CWCB recommended an appropriation of up to $100,000 to the Board to <br />initiate a feasibility of the design, implementation and long-term maintenance of a <br />decision support system for the South Platte river basin. The scope of the study will be <br />developed by a technical advisory committee, in consultation with the Board, consisting <br />of water users interested in the South Platte basin.
