.

cost, improve the local economy in general, and the irrigators' economy
in particular" It is the goal of the project plan to increase the level
of application of needed land treatment during the installation period
to achieve adequate treatment on ninety-five percent of the crop land
and ninety percent of the other lands in the watershed. Through execu-
tion of the plan it is estimated that operation and maintenance costs
can be reduced by about fifty percent and that irrigation efficiency
can be increased by about fifteen percent.
Considerable water savings would be achieved through the lining of
canals in areas of porous soils and through the improvement of control
structures" A five-year period is proposed for the land treatment and
structural measures required by the project plan. The total estimated
cost is $977,130. This cost is composed of land treatment measures
estimated at $366,750, and structural measures estimated at $610,380"
Approximately $400,000 of the total estimated cost would be from federal
funds under Public Law 566. The problem of the project sponsor is to
find the remaining funds.
This board has been asked to participate in the project plan to
the extent of $242,950 for canal lining construction. Assuming a twelve
percent inflation rate between now and when construction might get
started, this amount would increase to $341,300.
Recommendation and priority
The water resources of the project area are sufficient to greatly
improve the farm economy if these resources can be managed more effi-
ciently. The economy of the area is badly depressed and outside assis-
tance is needed. The people of the area are enthusiastic about the
proposed project and are willing to repay the project costs"

-3-
