<br />Water Conservation District holds a 1958 decree for the
<br />project and In 1980 successfully completed negotiations
<br />with the Municipal Subdls1rict of the Northern Colorado
<br />Water Conservancy District on construction of the project,
<br />The negotiations followed a Colorado Supreme Court
<br />ruling that the Subdistrict must specify plans for compen-
<br />satory storage to the Western Slope for the Windy Gap
<br />trans-mounlain diversion project, Some 46 individuals,
<br />towns and entities are to be signatory to the complex, 27-
<br />page agreement that was approved on April 30, 1980, In
<br />the broadest tanna. the ag.-nent eliminates official
<br />Westem Slope opposition to the Windy Gap project while
<br />making the Subdistrlctand' Colorado River District
<br />partners of sorts in the com ing years In an effort at
<br />bringing about construction.'01 Azure. Generally,the
<br />ag.-nent also specifies the protection of certain senior
<br />decree holders in Western. Colorado and makes provision
<br />for mitigating the impact of the Windy Gap diversion with
<br />respect to Grand County.

<br />Deteiled feasibility studies were conducted on the Dailas
<br />Creek Project In the early 1960's and the results were
<br />oUtlined In a t.81b1l1ty I'8port w1t1cl\ was Issued by the
<br />Bureau of Reclamation In February 1966, The project was
<br />authorized as a participating project of the Colorado River
<br />Storalle Project by the Colorado River Basin act of
<br />September 30, .1966 (P.L. ~. .' .
<br />The plan at the tinle of aUthorization called for a project of
<br />larger scope than is now being constructed. It called for
<br />three reservoirs, DaRas Divide reservoir on Pleasant Valley
<br />Creak west of the town of Ridgway would have stored
<br />water of that streem supplemented by surplus flows of
<br />East and West Forb of Dellas Creak delivered by a feeder
<br />Canal. Ridgway Reservoir was fo have been constructed
<br />about 7 miles upstream from the present site and would
<br />have inundated the town of Ridgway, Snsva Reservoir
<br />would have been constructed east of Ridgway on a site
<br />offstream from Cow Creek. Irrigation service would be
<br />provided to lands on Log Hi II Mesa and in the Colona and
<br />Dallas Creek areas. Municipal water was planned for
<br />Montrose, Delta. Olathe. and the surrounding rural areas.
<br />Advance planning studies indicated that the proposed
<br />

<br />damsite for Ridgway Reservoir was geologically un-
<br />satisfactory and the reservoir was moved to Its preMnt
<br />location. It also S8am8d desirable to reduce the amount of
<br />irrigation and Increase the water for mUnicipal and
<br />industrial use, Including munlClpel service to res/dantlal
<br />development on Log Hili Mesa. .

<br />A proposal was conslderecl to supply 24,000 aere-feetio a
<br />potential coal-flred SIe8m electric plant This plan was
<br />dropped, by recommendation of the Govemorof
<br />Colorado,wtlen It drew opposition from local resldenta
<br />and environmental groupe.

<br />Opposition also developed to the construction of Dallas
<br />Dlvlde ~ir and water delivery to Log Hill Mfia.
<br />Those features were, therefore. dropped from the 'plan. A '
<br />final envlronmentel statement was flied September 28,
<br />1976, and the definite plan report was approved by the
<br />Comml8sloner of Reclamation In November,,!976.,,
