4.0 Non-Reimbursable Grants and Other Recommendations

From time to time over the years. the Board has recommended. and the General Assembly has
approved, the use aCthe Construction Fund to support a number of non-reimbursable (grant) studies,
investigations. and projects. This year the Board is recommending 7 non-reimbursable studies and
projects totaling 52.57 million. These grant recommendations are listed in Table 8 below.

4.1 Rio Grande Decision Support System Data Collection and Design

A contractor has recently completed a feasibility study under the guidance of a technical advisory
committee (T AC). Significant savings in design costs will be realized due to our work on the
Colorado River Decision Support System. However the extensive groundwater component in the
Rio Grande basin will require a significant expenditure for collection of new data. The project is
estimated to cost up to 55.0 million over 3 years including 53.5 million for data collection and S 1.5
million for design. Based upon the recommendation of the T AC. the CWCB recommends an
appropriation of up to S~.OOO.OOO during FY9S-99 to the Division of Water Resources and the
CWCB to collecr dat;l, manage the design oftt.e system, develop the necessary datab:1Scs. models.
and user tools. and to acquire. operate. and maintain the associated hardware and software. The
CWeB and Division of Water Resources will conrinue 10 rely upon the T AC for advice.
