3.9 Loan Projects Recommended for De-authorization

Authorized projects which show no activity may be de-authorized to allow new projects to
proceed. especial1y those that may have a better chance of coming to fruition. If an appropriation
has not been encumbered within two years after legislative approval. the Board staff will work with
the project sponsor to determine if the project can go forward or ifit should be de-authorized. After
a project has been completed. the remaining unspent but still encumbered funds are de-authorized
as soon as possible.

At its November 1997 and January 1998 meetings, the Board recommended 8 projects totaling
S6.81 million be de-authorized by the General Assembly in FY 97-98 as listed in Table 7 below.
A list of previously de-authorized loans is included in Appendix D.
