<br />Water and Storage Needs Assessment <br />SECWCD/Assessment Enterprise <br />December 10, 1998 <br /> <br />Arkansas River to Pueblo'Reservoir during the preceding months of October, <br />November, December, January, February, March, and April. <br /> <br />2. All west slope water available is diverted to the Project to the east slope, subject <br />to the Operating Principles, limits of reservoir storage capacity, contractual, <br />arrangements, and demand for direct delivery of Project water. <br /> <br />3. As much of the newly diverted west slope Project water as possible is stored in <br />the upper reservoirs, subject to the l~mits of reservoir storage capacity and <br />contractual arrangements. <br /> <br />4. Newly diverted west slope Project water, which cannot be stored in the upper <br />reservoirs, is conveyed down the Arkansas River to Pueblo Reservoir, subject to <br />the limits of reservoir storage capacity and contractual arrangements. <br /> <br />5. Project water is released from the upper reservoirs to meet the demands of Project <br />water users who are located in the District upstream of Pueblo Reservoir. These <br />releases may occur in any month throughout the year. <br /> <br />6. Project water is released from Pueblo Reservoir to the Arkansas River, the <br />Fountain Valley Conduit, and the Bessemer Ditch to meet the demands of Project <br />water users that may be served from Pueblo Reservoir. Releases to the Arkansas <br />River and Fountain Valley Conduit may occur in any month throughout the year. <br />Releases to the Bessemer Ditch are during the irrigation season. <br /> <br />The conveyance of water from the upper reservoirs to Pueblo Reservoir is managed to try to <br />meet a variety of in stream flow objectives within the overall legal constraints of water law and <br />contractual requirements and in accordance with the voluntary annual flow agreement between <br />the Bureau of Reclamation and Colorado Department of Natural Resources. These objectives <br />include: <br /> <br />. Maintaining a minimum year-round flow of250 cfs (at the Wellsville Gage) to <br />protect the fishery. <br /> <br />.
