The town can make yearly payments on a water system, but cannot <br /> <br />raise the initial capital investment. The communities of the Yampa <br />Valley are experiencing a true "boo:n town" period. Considerable state <br /> <br />and federal assistance will be required to keep pace with the population <br />and industrial expansion of the area, <br />it appears that approximately $300,000 in federal grants can be <br />, <br /> <br />secured if the state of Colorado will participate in the project con- <br />struction to the extent of the re.maining required amount of.$:}OO;OOO. <br />If funds are made available to the Colorado Water Conservation Board <br /> <br />Construction Fund in that amount, water use charges would be levied by <br />the state at the rate of $20;l66.per year for 20 years, for a total <br />repayment of $403,320. <br />It is recommended that the Hayden project be submitted to the 1977 <br />General Assembly as priority number three. <br /> <br />FLS:mm <br /> <br />. <br /> <br />-3- <br />
