<br />Director's Corner- <br /> <br /> <br />Welcome to <br />the Janu- <br />ary 2001 <br />issue of InStream <br />Colorado, the <br />newsletter ofCol- <br />orado's Stream and <br />Lake Protection <br />Program (ISF Pro- <br />gram). This issue <br />of InStream Colorado begins our fourth <br />year of publication. The goal of our <br />newsletter continues to be the sharing of <br />information and news relative to Col- <br />orado's ISF Program. Your comments on <br />articles appearing in our newsletter, ideas <br />for future articles and questions about the <br />ISF Program are always welcome and <br />encouraged to ensure the success of the <br />newsletter. <br /> <br />To refresh your familiarity with Colorado's <br />Stream and Lake Protection Program, I <br />would like to draw your attention to the <br />following major program elements: <br /> <br />. New Appropriations <br />. Acquisitions <br />iI1 Legal Protection <br /> <br />m Physical Protection <br /> <br />II1II Engineering Support <br /> <br />II1II Biological Support <br /> <br /> <br />These program elements are woven into a <br />stream and lake protection program that <br />integrates itselfinto Colorado's water <br />rights system and, in concert with the <br />statutory responsibilities of the Colorado <br />Water Conservation Board (CWCB), pro- <br />vides the state with the means of provid- <br />ing reasonable protection for the state's <br />water dependent natural environment. <br />(For more information about these pro- <br />gram elements please visit our web page at <br />http://cwcb.state.co.us.) <br /> <br />Over the past year the CWCB staff held 17 <br />basin planning meetings throughout the <br />state to spread an understanding of what <br />services and expertise the CWCB can pro- <br />vide to the local citizens in meeting their <br />water resource needs and challenges. <br />These basin meetings provided an oppor- <br />tunity for the staff to not only familiarize <br />the local citizens with the history and <br />function of the CWCB, but more impor- <br />tantly, to provide a forum for the citizens <br />in these basins to express their existing <br />and future water resource needs to the <br />staff. The information acquired through <br />this process will guide the CWCB as it <br />updates and develops its long-range plan. <br />Your continued support in this planning <br />process is critical to its success. <br /> <br />What's new? <br /> <br />As the CWCB moves forward in develop- <br />ing its long-range plan, it will be under the <br />leadership ofits new director, Rod <br />Kuharich. Rod, who joined the CWCB staff <br />in December 2000, brings many years of <br />water resource and management experi- <br />ence to the CWCB. We look forward to <br />meeting current and future water resource <br />challenges under Rod's leadership. Wel- <br />come on board, Rod! <br /> <br />Other staff changes affecting the ISF Pro- <br />gram include the departure ofTodd <br />Doherty, who was responsible for the <br />Water Acquisition Program, and the <br />return offormer CWCB employee, Anne <br />Janicki. Best wishes Todd and welcome <br />back Anne! (See "What's New" column). <br /> <br />As the CWCB moves forward with the <br />development of its long-range plan for the <br />future, the role of Colorado's Stream and <br />Lake Protection Program in providing rea- <br />sonable protection for the state's water- <br />dependent Natural environment, will <br />become even more important. To this end, <br />the CWCB welcomes your continued inter- <br />est and support in Colorado's Stream and <br />Lake Protection Program. Last October, DNR Director Greg Walcher announced the <br />appointment of Rod Kuharich as the new director of the CWCS from an outstanding field Of <br />applicants. Kuharich began his new position in December; and succeeds Peter Evans who <br />resigned to join his family in NewY6rk. <br /> <br />Kuharich, who was the manager ot government attairs tor Colorado Springs Utilities, has <br />extensive experience in water rights, water use, environmental and social mitigation, and <br />financing. Kuharich, father of three, lives with his wife Martha in Colorado Springs. lnStream <br />Colorado welcomes Rod Kuharich as the new director of the CWCS. <br /> <br />Basin Meeting Series. The CWCS has completed its series of open house basin meetings, <br />adding meetings in the Rio Grande Sasin in December2000 and the Greater Denver Area in <br />January 2001, In all, seventeen meetings were held in every partofColorado. Cat Shrier is now <br />beginning to review the meeting notes and tapes to compile summary reports of the meetings <br />and background on issues in each basin. These reports will also include staff recommendations, <br />and will be reviewed by all of the ewcs Membersfor consideration in revising the agency's long- <br />range plan. An outline of comments made at each of the meetings through mid~November has <br />been posted to the CWCS web site (http://cwcb,state.co,us). Comments and contributions to be <br />considered for inclusion in these repqrts should be directed to Cat Shrier at <br />catherine.shrier@state.co.us or call (970) 231-3495. <br /> <br />Doherty Leaves, Janicki Returns. Last November, Todd Doherty resigned from his pqsition with <br />the Program. Todd decided to move across the country to Virginia with his newly expanded family, <br />where they are closer to his in-laws, We will miss Todd and his contribution to the Program. <br /> <br />A.nne Janicki has re-joined the Stream & Lake Protection Program staft Four years ago, after <br />working at the CWCS for over 12 years, Anne decided to stay home and be a full4ime mom to <br />her 3 children. She is now back and is the Water Acquisition Program coordinator, filling Todd <br />Doherty's position, Welcome back A.nne. <br /> <br />2 <br />
