Within sixty days after this section <br />becomes effective, each of the boards of county commissioners <br />of the counties of Hinsdale and Saguache shall appoint a <br />director from such county with the qualifications above pre- <br />scribed, to serve as a member of the board of directors of <br />the Colorado river water conservation district. The director <br />from Hinsdale county shall hold office until the third <br />Tuesday of January, 1962, and the director from Saguache <br />county shall hold office until the third Tuesday of January, <br />1963. Upon expiration of the several terms of office of the <br />directors to be appointed under the terms of this section, <br />successors shall be appointed as herein provided to serve for <br />the regular term of three years. (1961). <br /> <br />150-7-4. Vacancies - secretary and treasurer. - The office <br />of director shall become vacant when any member ceases to <br />reside in the county from which he was appointed. In the <br />event a vacancy occurs in said office by reason of death, <br />resignation, removal, or otherwise, it shall be filled by <br />the board of county commissioners of the county from which <br />said member originally came. Before entering upon the dis- <br />charge of his duties, each director shall take an oath to <br />support and defend the constitution of the United States and <br />of the state of Colorado and to impartially, without fear or <br />favor, discharge the duties of a director of said district. <br />The board of directors of said district shall appoint a secre- <br />tary and a treasurer. The same individual may at the election <br />of the board hold both said offices. The board shall likewise <br />hire such other employees, including engineers and attorneys, <br />as may be required to properly transact the business of the <br />district, and said board is authorized to provide for the com- <br />pensation of the secretary and treasurer and other appointees. <br />The treasurer shall be required by the board to give bond <br />with corporate surety in such amount as the board may fix and <br />which it deems sufficient to protect the funds in the hands <br />of the treasurer or under his control. Such bond is to be <br />subject to the approval of the board. (1937). <br /> <br />150-7-5. General powers. - In its corporate capacity, <br />such district shall have power to: <br />
