(1937). <br /> <br />(11) To acquire by grant, purchase, bequest, devise, or <br />lease, any real property or interest therein for the purpose <br />of the prevention or control of floods, or to acquire by <br />eminent domain any real property or interest therein with <br />respect to any project specifically authorized by the united <br />States congress for the prevention or control of floods. in- <br />cluding but not limited to easements and rights of way for <br />ingress into and egress from such project, with the power in <br />either event to lease such lands or interest therein to agen- <br />cies of the federal government or to the state or any agency <br />or political subdivision thereof for the construction. opera- <br />tion. or maintenance of flood control and prevention facilities. <br /> <br />(12) In general. to take such action and have such powers <br />as may be incidental to the foregoing specific provisions and <br />to the general purposes of this article. (1967). <br /> <br />149-1-12. Warrants for salaries and expenses. - The state <br />controller is authorized and directed to draw warrants monthly <br />in payment of the lawful salaries and expenses of the board, <br />or commissioners, and its or their legal, engineering and <br />other assistants and employees on vouchers signed by the <br />secretary of the board and approved by the governor. (1937). <br /> <br />149-1-13. Authoritv of commissioners under prior laws. - <br />All acts or parts of acts in conflict herewith, relating to <br />the appointment of commissioners for negotiating compacts <br />respecting the waters of interstate streams are hereby re- <br />pealed: provided. that such repeal shall not affect the <br />authority of any commissioners now engaged in the process of <br />negotiating any interstate compact respecting the waters of <br />any interstate stream of this state. nor affect the validity <br />of any such compact when so negotiated. (1937). <br /> <br />149-1-14. Water studies. - The Colorado water conservation <br />board is hereby authorized and directed to forthwith make, or <br />cause to be made, a continuous study of the water resources <br />of the state of Colorado, and a continuous study of the present <br />and potential uses thereof to the full extent necessary to a <br />unified and harmonious development of all waters for bene- <br />ficial use in Colorado to the fullest extent possible under <br />the law. including the law created by compacts affecting the <br />use of said water. The studies so to be made shall include <br />analyses of the extent to which water may be transferred from <br />
