<br />5.0 COORDINATION WITH NATIONAL DAM SAFETY PROGRAMS <br /> <br />5.1 Association of State Dam Safety Officials <br /> <br />All of the dam safety engineers in the Dam Safety Branch are members of the Association of <br />State Dam Safety Officials (ASDSO) and actively participate in its programs, presenting papers <br />and serving on task groups and committees. The purpose of ASDSO is to provide a forum for <br />the exchange of ideas and experiences on dam safety issues, foster interstate cooperation, <br />provide information and assistance to dam safety programs, provide representation of state <br />interests before Congress and federal agencies for dam safety, and to improve the efficiency and <br />effectiveness of state dam safety programs. Mr. Jack Byers, Deputy State Engineer, is the state's <br />representative to the ASDSO. <br /> <br />5.2 Federal Dam Safety Programs <br /> <br />5.2.1 General- Routine inspections of federal dams by dam safety engineers have been <br />curtailed in accordance with a legislative audit recommendation. The Branch, however, will <br />participate in the evaluation of the safety of some federal dams for special issues and <br />performance problem evaluations, in accordance with the procedure for obtaining approval to <br />participate in these inspections. Less than about 20 hours were spent this fiscal year participating <br />in these safety inspections ata cost ofless than $900. <br /> <br />5.2.2 Memoranda of Understanding - Memorandums of Under standing (MOU) have been <br />executed with the U.S. Bureau of Reclamation, the U.S. Bureau of Land Management, and the <br />Air Force Academy (AF A) relating to dam safety activities in Colorado. They provide for the <br />exchange of safety related information of dams under each agency's jurisdiction. A MOU is also <br />being updated with the U.S. Forest Service, Rocky Mountain Region, to provide coordination of <br />mutual responsibilities for dam safety and their Travel Management Plan for the National <br />Forests. This is necessary to provide access to private dams located within the forests. MOD's <br />are being pursued with the other federal agencies such as the U.S. Army Corps of Engineers and <br />the Federal Energy Regulatory Commission to assure that the dams under their jurisdiction are <br />being maintained in a safe condition and to coordinate activities and exchange of information <br />and data. <br /> <br />5.2.3 Federal Energy Regulatory Commission - The Branch makes safety inspections of <br />dams that are also regulated by the Federal Energy Regulatory Commission (FERC). In <br />accordance with an agreement with them, they furnish copies of their reports for Branch records. <br />The Branch has curtailed participation in FERC regulated dams in accordance with the audit, but <br />in accordance with the procedures for approval, spent about eight hours on inspections to <br />evaluate specific performance or maintenance issues, at a cost of less than about $400. <br /> <br />12 <br />
