<br />Existing Conservation Measures <br /> <br />Aquifer Recharge <br /> <br />SAC;WSD operates a number of wells completed in the alluvial aquifer beneath the District <br />setvice area. This aquifer is hydraulically connected to the South Platte River so that changes in <br />water levels in the aquifer affect flow in the river and changes in river flow affect water levels in <br />the aquifer. The Ford Recharge Facility helps to offset the depletive effect of well pumping on <br />the South Platte River by introducing a volume of water into the aquifer. The facility is managed <br />so that the maximum amount of water is recharged at times when it will have the most <br />significant effect in offsetting well-pumping depletions on the river. <br /> <br />Water rights along the South Platte River are administered to prevent ground water users from <br />reducing (depleting) flow in the surface streams. This does not prevent use of the ground water <br />resource, but it does require that the amount of stream depletion caused by pumping in aquifers <br />connected to the stream be calculated and replaced so that the original stream flow is maintained, <br />This is called augmentation of stream flow. Before a well permit is granted for use of water from <br />an aquifer connected to a surface water system, the methods of calculation of the amount and <br />timing of stream depletion and replacement of water to the stream must be approved. The <br />program for this calculation and replacement of depletion is called an augmentation plan, <br /> <br />Metering <br /> <br />Currently, all service connections within the District are metered. Meters are read by an <br />automatic meter reading system and customers are billed according to water usage. This system <br />encourages water conservation in that customers are aware of the amount of water they are using. <br /> <br />Education <br /> <br />When requested, District personnel has provided water conservation presentations at local <br />schools in the community to create conservation awareness. <br /> <br />Water System Control Center-irrigation <br /> <br />The District's water irrigation systems are <br />efficient lawn watering techniques. <br /> <br /> <br />e use of <br /> <br />Process for Program Implementation <br /> <br />Department-wide Participation <br /> <br />The water conservation program has been developed by the General Manager of the District <br />through the water system staff. The program was reviewed by the Board of Directors of the <br />District and adopted by resolution in 1995. <br /> <br />Through the budgetary process, an annual budget/workplan has been developed by the water <br />system staff. This plan will then be reviewed by the General Manager and Assistant District <br />Manager for approval. After the workplan receives the Manager's approval, the workplan will <br />be submitted for the Board of Directors' approval as part of the Annual Budget.
