KEN-CARYL RANCH
WATER AND SANITATION
DISTRICT

BACKGROUND

The District is a quasi-municipal corporation and a political
subdivision of the State of Colorado. The District was created
pursuant to state law for the purpose of providing a complete
water and sanitary sewer service for the inhabitants of the
District. On January 18, 1973, the District Court in and for the
County of Jefferson entered an order and decree creating the
District. Organization of the District was preceded by adoption
of a resolution of approval by the Board of County Commissioners
of Jefferson County and by an approving election held within the
proposed District on January 16, 1973.

The District encompasses approximately 8,170 acres in the
unincorporated portion of Jefferson County and 346 acres in the
City of Littleton located in Jefferson County. The current
population of the District is estimated to be 12,000 people. The
boundaries of the District are irregular and contain land both
east and west of a geological formation known as the Dakota
Hogback. The District initially encompassed 7,150.64 acres,
which corresponded to all but the mountainous regions of the
9,139-acre Ken-Caryl Ranch Planned Development. Between 1979 and
1998 an additional 1,365.58 acres were included into the
District, including the areas known as Red Mesa, Deer Creek Mesa,
and Chatfield Green.

As of March 31, 1998, based upon water and sewer tap connections,
development within the District was approximately 85 percent
complete in terms of planned residential and office/commercial
development.

DtSErict: bounaaries areassnown orlene at1:acneamap.--------

1
