10. IMPLEMENTATION PLAN

The District Board of Directors, by executing the Water Service
Agreement (Master Meter), has agreed to assist the Denver Water
Board in implementing Denver Water's Conservation Master Plan.
Any changes to the Denver plan would automatically apply to the
Dis~rict and the District will continue to support the
Conservation Plan with its customers by encouraging the use of
low flow plumbing fixtures and low water use landscaping
techniques.

The District will continue to disseminate information and
materials about the Conservation Plan, information about any
incentives offered by Denver Water, information about the
benefits of Xeriscape, information on technical assistance and
water-saving technologies, etc.

The District will continue to utilize the private newspaper "Life
at Ken-Caryl", that is distributed to all of the ranch residents,
as a resource to inform the public about water use and water
issues.

The District will continue to monitor its unaccounted for water
loss, its meter maintenance program, and its leak detection
program. The District will implement such measures as necessary
to control the amount of water loss.

Implementation of the system wide leak detection program will
begin as the unaccounted water loss approaches 10 percent. Since
the District's system is relatively small, the services of the
Denver Water Department or that of an independent contractor will
be utilized rather than the District purchasing its own
equipment. Availability and equipment technology will playa
role in the direction the District proceeds.

)

15
