<br />r <br /> <br />.. <br /> <br />In response to the Governors' Policy Statement we suggest the following changes <br />might be considered: <br /> <br />On page 2, Governors' Policy Statement: <br /> <br />1. Agreement <br /> <br />2. We do not believe that the Bureau of Reclamation should have approval of <br />district's plans which would trigger NEPA and all other environment acts. <br /> <br />3. Agreement <br /> <br />4. Any actual water "savings" allocation should be determined by western state's <br />water laws and policies. <br /> <br />The CWCB board has instructed the Director to formulate a resolution from the <br />board opposing the proposed rules and regulations, the water users have responded <br />with opposition, and the Colorado Water Congress will address their concerus with <br />a letter. The Republican delegation from Colorado has requested direct feedback <br />from the Bureau regarding their authority to impose these new rules and <br />regulations. We feel the Governor should vote in favor of this resolution (95-C) at <br />the Western Governor's Association meeting this month. <br />
