<br />'" <br /> <br />July 20,1995 <br /> <br />Doug Young <br />Governor Romer's Office <br /> <br />Dear Doug, <br /> <br />Thank you for sending the fax transmittal concerning the Western Governor's <br />Association Resolution 95-C. <br /> <br />Background <br /> <br />We have been working diligently with the Bureau of Reclamation from the <br />beginning of the scoping process through the latest public comment period for the <br />proposed rules and regulations. The Colorado Water Conservation Board (CWCB) <br />held a workshop with the Bureau of Reclamation our water users in December of <br />1994 to address Colorado's concerns. The Bureau maintained at that meeting and <br />various other meetings that the guidelines and criteria for water conservation plans <br />would not be mandatory. However, in the proposed rules and regulations we fmd <br />this not to be true. We have been directly involved with our water users and the <br />Western State Water Council in preparing responses to the various deadline dates. <br />The Western States Water Council voted unanimously to send a letter of position to <br />Dan Beard concerning the proposed rules and regulations. The CWCB has <br />responded within the comment period deadlines and have found that the revisions <br />did not reflect our raised concerns. Although we have tried to work with the <br />Bureau of Reclamation regarding our concerns, we still cannot accept or support the <br />present Guidelines and Criteria or the proposed rules and regulation changes. <br />
