<br />Projected Water Needs
<br />Since 1980, the City's population has increased about 2.5 percent annually to the
<br />present population of 20,000. According to City staff, growth has averaged six percent
<br />annually over the past two years. In 1996, treatment plant production averaged about
<br />160 gallons per capita per day (gpcd). Estimated water production characteristics for the
<br />ten-year period, 1997 through 2006, are shown in the tabulation below. Separate
<br />projections are shown for 2.5 percent and six percent annual growth. These projections
<br />are based on the following estimated water usage patterns:
