)
)
/...

I
I
I
I
]
I

!
..'

I
I
I

1
I
I
I ,~
I

About Water Conservation

What it is. . .

Water is essential to life and civilization in the rain shadow of the Rocky Mountains
where Denver is located. The economic value of the resource exceeds the historical costs
that have been spent to provide it for municipal use, the costs of which are represented
in the water rates paid by Denver Water customers.

What it's not. . .

Water conservation is not a matter of reducing water use without limit. Its purpose is
not to deprive our community of the benefits for which water is diverted, including the
essential benefits of health, nutrition, and an appealing urban environment. The purpose
of water conservation, and of this plan, is to provide those benefits as efficiently as
practicable given current knowledge, state of technology, and prudent cost
considerations.

Who benefits. . .

Water that remains in our streams and reservoirs also provides many benefits which are
important to our customers and our community. When water is used efficiently, more
water can remain for recreation, wetlands, dilution, natural aesthetics, and habitat for fish
and other wildlife. In addition, Denver's available water supply is extended for the
future, and the cost of new storage and treatment facilities is deferred. It is to your
benefit to conserve water. By extending supplies, protectirig the environment and saving
money, you help to ensure our future.

What it costs. . .

Water conservation is not free and may not always be cheap. ' When customers use less
water, Denver Water's costs do not decrease proportionally. ' On the other hand,
conservation defers the need for supply expansion, thereby defening some water rate
increases. In any case" since not everyone conserves at the same rate, those who
conserve most will definitely save more money than those who do not.

Who is responsible. . .

Water conservation is a duty of Denver Water, and many of the programs ~ntained in
this plan - leak detection,., billing infonnation, education, programs -- place the
accountability on the water utility . Yet much of the potential savings must come from
the actions and habits of our water customers. Water conservation is many small actions
that add up to a big difference. Please do your part. It makes sense and saves cents,

- i -
