Water rate structures designed to encourage water use <br />efficiency in a fiscally responsible manner; <br />The District currently has a declining rate structure. <br />The rate structure was born with the system 26 years <br />ago. The system was originally constructed to service <br />the needs of the rural community as to not burden the <br />farming activity. This philosophy remains today with <br />the Board of Directors. The Board recognizes the fact <br />that this rate structure does not necessarily promote <br />efficient use of domestic water but believes that the <br />focus of water conservation should be primarily <br />directed at the efficient use of irrigation rather than <br />domestic water. The fact that domestic water has a <br />price promotes efficient use given the demographic <br />makeup of the rural community. <br /> <br />8.) Regulatory measures; <br />The District does not "regulate" the use of water <br />efficient fixtures. However, there are city, county, <br />and state codes and ordinances which do regulate this <br />activity and are enforced in the Tri-County service <br />area ___ u_________ <br /> <br />9.)
