<br />~ <br /> <br />(c) <br /> <br />It appears to the director that a revision is necessary to <br /> <br />protect the health or property Df any person or to protect the <br /> <br />envirorurent. <br /> <br />(2) If it appears to the director that an emergency situation <br /> <br />exists or is impending which could endanger life, property. or the <br /> <br />envirornrent, he may, without prior notice or a hearing, irrunediately <br /> <br />I <br />..... <br />'" <br />I <br /> <br />modify the conditions of a pennit, or order temporary suspension of <br />dIe pemit on his own order. The issuance of such order shall include <br />notice of a hearing to be held within ten days thereafter on the <br />question of pennanently modifying the conditions or continuing the <br />suspension of the pennit. Failure to comply with an order temporarily <br />suspending an operation or modifying the conditions of a pennit shall <br />be grounds for immediate revocation of the pemit and of the <br /> <br />operator's license. <br /> <br />(3) It shall be the res pons ibili ty of the licensee conducting <br /> <br />any operation to notify the director of any emergency which can <br /> <br />reasonably be foreseen, or of ~y existing emergency situations in <br />subsection (2) of this section which might in any liay be caused or <br />affected by the l;eather modification operation. Failure by the <br />licensee to so notify the director of any such existing emergency, or <br /> <br />ST AFF COh'MENTS <br /> <br />powers to modify or suspend weather modification <br />programs. <br /> <br />Note also that the weather modifier i6 <br />charged with a responsibility of notifying the <br />Director of possible emergency situations. <br />
