In approving t.'le renel,al of <br />a penni t for a continuous program, the director may waive the <br />procedures for initial issuance of a pennit in section 151-1-12 and, <br />upon his review and approval of the project's operational record, or, <br />if at his request, the advisory conmittee reviews and subsequently <br />approves the project's opera1:ional record, he may issue a renewed <br />pemit for the operation to continue. In such ins tances, the fees, <br />based upon the value of the contract pursuant to section 151-1-13 may <br />be prorated and paid on an annual basis. <br /> <br />(3) ^ project pennit may be granted by the direC1:or withou1: <br /> <br />prior publication of notice by the licensee in cases of fire, frost, <br /> <br />ilail, sleet, smog, fog, drought or other emergency.
