The director shall issue a pennit only after it is <br />established that the project is conceived to provide economic <br />benefits, or that it will advance or enhance scientific kn01dedge. <br />The director shall issue only one active pennit at a time for <br />activities in any geographic area if two or more projects might <br />adversely interfere with each other. The director may ask the <br />advisory comnittee to revieli each request for a permit and offer him <br />its advice on issuance. The director shall not be bound by such <br /> <br />advice. <br /> <br />I <br />CD <br />I <br /> <br />(2) The director may, by regulation or order, establish any <br />standards and instructions to govern the carrying out of research and <br />development or commercial operations in weather mod~fication that he <br />considers necessary or desirable to minimize danger to land, health, <br /> <br />safety, people, property, or the envirorunent. <br /> <br />(3) (a) <br /> <br />The director may make any studies or investigations, <br /> <br />obtain any information, and hold any hearings he considers necessary <br />or proper to assist him in exercising his power Or administering or <br />enforcing this article or any regulations or orders issued under this <br /> <br />article. <br /> <br />(b) All hearings conducted mder this article shall be conducted <br /> <br />ST AFF COMMENTS <br /> <br />first states, if not the first state, to estab- <br />lish criteria by statute. The abovementioned <br />guidelines are found in section 151-1-12, page <br />12. <br /> <br />SubsectiDns (2) through (7) list the powers <br />granted to the Director. Most of these are self <br />explanatDry. Of specific interest may be sub- <br />section (4) (b), which includes a sentence au- <br />thorizing local governments and other public <br />agencie9, e.g., counties, municipalities, water <br />cDnservancy districts, etc., to help finance <br />and participate in weather modification activi- <br />ties. The Committee believes, such entities <br />already have this authority but a clear declara- <br />tion of such authority might be helpful. <br />
