<br />Im. <br /> <br />(3) "embers of the advisory committee shall not be paid for <br /> <br />the ir services but they may be reimbursed for any actual and necessary <br /> <br />expenses they incur in the perfonnance of their duties. <br /> <br />151-1-7. Duties of the director. (1) The director shall <br />\ <br />establish rules and regulations, in accordance ,;ith article 16 of <br /> <br />chapter 3, C.R.S. 1963, necessary to effectuate the purposes of tl1is <br /> <br />article. <br /> <br />(2) The director shall establish qualifications, procedures, and <br />conditions, for the issuance of licenses for the purpose of conducting <br /> <br />weather <br /> <br />modi fication <br /> <br />activities <br /> <br />within the state. <br /> <br />Such <br /> <br />qualifications, procedures, and amdi tions shall be developed in <br />consultation with the advisory committee appointed pursuant to section <br />151-1-6. The qualifications 50 established for licenses shall be suc'l <br /> <br />as to be reasonably consistent with the ~lalifications currently <br />recognized by national or il'\ternational professimal and scientific <br /> <br />associations concerned with weather modification and ~~teQrology. <br /> <br />151-1-8. <br /> <br />Pmvers of the director. (1) Tne director may issue <br /> <br />pennits applicable to specific weather modification operations. Said <br />permit shall describe the specific area and establish a specific time <br />interval for each operation. The Com- <br />mittee language provides only broad statutory <br />guidelines for licensing standards; the actual <br />specifications fDr a license are tD,be developed <br />by the DirectDr and set forth in administrative <br />regulations. <br /> <br />A permit, on the other hand, would be issued <br />for a specified weather modification project. <br />The Committee. again, recognized a need to allow <br />the Director fairly broad powers to apprDve or <br />reject specific projects. It did, however, at- <br />tempt to develop more statutDry guidelines (pro- <br />cedures and limitations) for the permits than it <br />did for licenses.
