2.2 MONITORING, EVALUATION, AND PUBLIC RELATIONS PLAN:
The City will monitor water usage in the test site, Howelsen
Xeriscape Park, and compare it to a control site in the adjacent
Little Toots Park, which is a traditionally landscaped park area of
comparable size. The project will compare the test plot to the
control plot on the following variables:

identification of appropriate "unthirsty" plants, shrubs, and
trees for landscape projects on the Western Slope

preparation of planting medium, identifying optimum mix (of ~
compost and soil) for water retention.

identification of optimum irrigation system and irrigation v
schedule

While the City has completed metering for all other water users",
parks usage has not been metered to date. Therefore, one component ~
of this grant is to provide for the installation of wate~ meters in '
both the Xeriscape Park and Little Toots Park. Lv (~ --~

project staff is committed to publicizing the impacts of both the
Indoor Plumbing Retrofit and Public Open Space Projects.
Information will be evaluated and used in:

1. Steamboat Springs Public Works Department public relations
program of proactive planning for metered water rates. Program
will be based on:

a. the NWCCOG project Indoor Plumbing Retrofit spreadsheet ~
as a hands-on planning tool available for residential and
commercial users; and

b. Publication of a "user-friendly" Guide to Water Efficient-
Landscape in the Colorado Mountain communi ties, which
will provide information tailored for the Western Slope
and headwater communities;

2. The Guide will be available to other communi ties through their
local governments, public works departments, planning
departments, and parkS and recreation departments;

3. The Guide will be available for use and distribution by
private sector landscapers and nurseries.

4. Development of Steamboat Sprinqs Planninq Commission Landscape
Guidelines;

5. Information will be disseminated through local newspapers and
through the Northwest Colorado council of Governments.

6. Results will be of interest to and will be presented at
regional and national professional meetings.
