landscaping. The roughs are native grass and fairways are bluegrass. The Parks Department and
golf course have total weather computer stations to determine amount of irrigation required,
Landscaped medians also have been consoocted incorporating water efficient landscaping.

3, Water efficient industrial and commercial processes

The City has no written policy with regard to this practice, with very few industrial users in the
City. Industries are encouraged to use such measures at the time of development. An example of
implementation is that the Concrete Mix batch plant recycles water.

4. Water re-use system

City recently constructed an irrigation pump station that takes water downstream from
Louisville's waste water treatment plant to irrigate the landscaping on U_S. Highway 287. Most
of this water is technically re-use of Lafayette's Wastewater, exchanged upstream on Coal Creek.

The City has the right to construct a pipeline from Lafayette's Waste Water Treatment Plant to
the raw water supply system lines. This project is in the preliminary design phase. The project
will allow the City to re-use all ofthe availably reclaimable wastewater if there is a user or place
to store.

5. Distribution system leak repair

City has a relatively new water distribution system with limited problems with leaks; the old part
of system was replaced in 1975. Areas of pipe with numerous breaks are evaluated and budgeted
for replacement on an annual basis.

6. Dissemination of information

Water conservation tips are published in the City's monthly newsletter. Sample of insert from
1996 enclosed.

. -T. Waterrate structures

Section 120-58 of the Code of City Ordinances provides for an "inverted pyramid" rate structure,
the first city in the state to use such as structure, with higher cost per gallon for incrementally
higher water usage. (Copy of rate structure enclosed)

8, Regulatory Measures

Building Code and Rate Structure as previously discussed

9. Incentives to implement water use efficiency techniques, Incentives are determined as not cost
effective at this time.

-3-
