The Act requires water providers that deliver 2,000 acre-feet <br />or more of water annually to develop and implement water conservation plans by July <br />1, 1996. Sterting delivers over 4,000 acre-feet of water annually to customers and has <br />prepared this draft plan. <br /> <br />Sinee 1904, the City of Sterling (City) Water Division has been delivering drinking water <br />to customers in and near Sterling. In 1995, the division served water to a population of <br />11,641. With an annual precipitation averaging 15 inches, water conservation planning <br />is an important component of water supply management. Water conservation is not <br />given credit as part of the City's water supply, but is included in water planning to <br />provide protection during drought and emergency conditions. <br /> <br />Water Conservation Policy Statement <br /> <br />The City of Sterling, recognizing that: (1) there is a fundamental need to be efficient in <br />the use of a limited and vital resource; (2) water conservation should be an integral part <br />of the long term water supply management program; and (3) the implementation of <br />additional conservation practices will help assure continued reliable short and long term <br />suppUes of high quality, reaaonably-priced water, does hereby endorse the following <br />goals, objectives and strategies. <br /> <br />Water Conservation Goals <br /> <br />For the purposes of this report, goals are defined as broad intentions. Objectives carry <br />the process one step further, by identifying specific target areas. Objectives are usually <br />quantifiable and time-specific. Finally, strategies are the specific measures taken to <br />meet the objectives. <br /> <br />The goals for the City's water conservation are -as follows~ <br /> <br />1. Project a water conservation "ethic' by initiating or intensifying the City's <br />activities mat demonstrate a commitment to conservation. - - - - - .' . <br />2. Reinforce and strengthen the community's awareness of the importance of <br />using water efficiently. <br />3. Defer water facility expansion. <br />4. Ensure compliance with anticipated federal permitting requirements for <br />water-use efficiency, applicable to future supply expansion projects. <br /> <br />Water Conservation Objectives <br /> <br />The objectives for the City's water conservation are as follows: <br /> <br />1.
