<br />STERLING WATER CONSERVATION PLAN <br /> <br />MAY 28, 1996 <br /> <br />City in the near future due to the anticipated growth associated with the construction of <br />the new prison facility in Sterling. An analysis was done in Chapter 6 of this plan. to <br />see what impact this projected growth will have on the City's water supply. <br /> <br />The analysis done in Chapter 6 suggests that the overall City water supply is adequate <br />to handle the future growth. However, conservation measures could help the City <br />improve its capacity in terms of the maximum haurly and peak daily domestic water <br />demand since water starage is required in those instances. <br /> <br />Also, water conservation is nat intended to be allocated as credit for deficit reductian, <br />but is included in water planning to provide protection during drought and emergency <br />conditions. <br /> <br />Impacts of Conservation <br /> <br />To the City: <br /> <br />Wrth Sterling's steady growth, water conservation measures can help reduce the <br />impact of increasing demands on the City's water supply, distributian system and <br />treatment facilities. Although water conservation efforts may postpone the date <br />when construction of facilities is needed, during that delay inflatian may increase <br />constn.lction costs and affect project financing. Projects funded through grant or <br />laan programs, as well as projects with bonding or budget limitations, are especially <br />susceptible to. the adverse effects of cost inflation. <br /> <br />One of the major concerns of implementing water conservation measures is a re- <br />duction of revenue. Althaugh some capital and operating costs for the City may be <br />reduced, Sterling has operational and fixed averhead costs that must be met. <br />Sterling also depends on a stable budgeting process and predictable revenues. <br /> <br />To Customers: <br /> <br />Custamers using indoar and outdoor water conservation measures should see <br />lower water and wastewater bills. Bills for commercial wastewater are based on <br />water use. Energy -costs for -heating water -may also be reduced if less hot water is <br />used. Less runaff from irrigation <br />will improve water quality by reducing the amount of sediments, salts, chemicals <br />and other pollutants entering ground and surface waters. <br /> <br />Page 6 <br />
