Plumbing Codes <br />Begining July 1, 1996 all developers are required to install all plumbing and <br />fixtures in accordance with El Paso County Plumbing Codes and the 1992 <br />Energy Act. <br /> <br />2. Water Saving Fixtures <br />Begining July I, 1996, all developers are required to install the following water <br />saving fixtures: <br /> <br />a. High-efficiency low-flush toilets--1.6 gallons per flush. <br />b. High-efficiency low-flow faucets--2.5 gallons water per minute, <br />c..
